For Catholic marriages before 1 Jan 1864, you can get a church certificate but not a civil certificate; write to Fr. Gerry Kenny P.P., Kilkee, Co. Clare.

As neither of your grandparents appears among the grand total of six non-Catholic marriages in the entire Kilrush registrar's district in 1863 (according to the index transcribed at familysearch.org), you are probably safe in assuming that they married in the Catholic church.
