It is disturbing to read that the treadwheel in the County of Clare gaol was not working at the time of the inspection, particularly as "...this species of punishment (had) an excellent effect where the sessions courts have sentenced to the wheel all cases of recommittals or gross crimes..." but at least the prisoners enjoyed full employment ("...chiefly at stone-breaking..") and were all clothed and had a good steam-kitchen (being incarcerated had its advantages; many of the poor at that time would have been wandering the highways and byways in tatters searching for scraps of food).
