I ran across a Parliamentary Paper produced for the British House of Commons in 1863 with an all-Ireland listing of salmon weirs, both as to those licensed for them and the owners of record (posted separately). The west of Clare has most of these, but there is an entry for Scarriff. If you go to the volume itself, you can also read letters of complaint about illegal fishing in Clare.
