Telegraphing Irish - seeking help on a reference or two

Hello everyone,
I have an article (see below) of my great great grandfather, John Halpin, attending an "Irish festival" that "lasted a week" in Letterkenny, Co. Donegal. This article was published world-wide, but in seemingly random papers/journals around the beginning of 1899. If you read the article, it states that there were also several speeches on the revival of the Irish language that were published "the next day" in the Freeman's Journal in "Galic characters" or "Gaelic characters", depending on which specific article you read. I found somewhere that there was a play or two performed in Irish around early or mid November 1898. Basically, I am looking for when this festival took place so that I can hopefully find the Freeman's Journal that the article made reference to. Any help would be greatly appreciated!
