Pwaldron, your grandfather John Waldron of Limerick is also in a collection on Ancestry called the British Postal Service Appointment books, not sure if you have seen those already but I found my grandfather in there and looked for yours as well

That sounds like the correct festival, thank you! This looks to be a poem about the author's fear of losing the Irish language, which would certainly be appropriate for the described festival. Good find!

It is close but it doesn't include information from the 1911 Census. The map system you are referencing was where I got the idea for this map.
